Deputy Matt Jones Memorial Highway designated by county

Falls County Commissioners Court met Monday, May 12, at 9 a.m., County Judge Jay Elliott presiding.

The commissioners present were Milton Albright (Pct.

1), Jason Willberg (Pct. 3), Nita Wuebker (Pct. 4). F. A. Green (Pct 2) participated briefly via teleconference.

ADA Steve Sharp was present.

The Commissioners approved several actions throughout the meeting.

Commissioner Albright moved to accept the service agreement with Engineer Austin, LLC, seconded by Commissioner Wuebker, the motion carried. The service agreements will serve as a consultant with the management of computer systems, devices and emails for the courthouse and the Sheriff’s Department. The bonding of Tina Nicholas, Sheriff’s Office, was approved by the Commissioners.

Commissioners moved to accept the summary of precinct returns from the May 3, 2025 election. Commissions approved to accept the local state of disaster resolution.

Judge Elliott noted the declaration of disaster could be submitted every thirty days either by the Governor, Falls County or City of Marlin.

A Resolution memorializing law enforcement officers killed in the line of duty to wit: Matt Jones was approved by the Commissioners. Matt Jones served the county for four years. A portion of State Highway 7 East to the intersection of State Highway 6 will be designated as the Deputy Matt Jones Memorial Highway.

Participation in the Texas Class investment pool as an authorized investment was discussed and approved by the Commissioners. A proposed $25,000 will be invested in the pre-existing Texas Star investment policy and $25, 000 to the newly approved Texas Class (Cooperative Liquid Assets Securities System Trust) pool.

After much discussion, Commissioners approved the proposed CJIS IT Compliance Action Plan.

The plan will facilitate an effective snapshot of where the organization (Sheriff’s office) is in terms of technological infrastructure, equipment, life cycle management, speed, essential security, disaster planning, data retention and training.

Commissioner Albright moved to approve the initial payment of $9947 plus $597 monthly fee. Seconded by Commissioner Wuebker.

The motion carried.

Commissioners approved a new software vendor for E-Doc to be used for court record management service for the County and District clerks and Court officers as well as the DA’s office.

The total software cost is a $265,500 one-time payment for set-up and annually, $53,600. Concerning the Kologik, JMS contract, it was moved to accepted by Commissioner Albright and second by Commissioner Willberg. Motion carried.

Commissioners moved to accept the purchase of insulation for a 40 x 50 building at the Sheriff’s office. Moved and seconded, the motion carried.

Commissioners approved the 7 Bar LLC Road cut/ bore on CR 354. Since there were no bids for a used motor grader, the Commissioners approved Jackson to purchase a 2014 freightliner for road and bridge. Jeff Jackson, Road and Bridge administration, was also approved within ninety days, to purchase a used motor grader with a $130,000 spending budget.

Albright moved to approve the payment of bills and payroll, seconded by Commissioner Wuebker, the motion carried. The minutes from the previous meeting were approved.

Commission Wuebker moved to accept the prior meeting minutes, seconded by Commissioner Albright, the motion carried. With no further discussion, the meeting adjourned. More details including a ribbon cutting will be shared once signs are completed.
