Swearing-In Ceremony of Marlin School Board Trustees

A Board Workshop Meeting of the Marlin ISD was held May 5, at 5 p.m. in the Marlin Middle School Learning Center, 678 Success Dr., President Billy Johnson, presiding. The Board Memebers present were Kathleen Barrett, Rosalyn Dimerson, Misty Ehlers, Winnette Outland, Marsha Ridlehuber and Byrleen Terry. Dr.

Rolando Trevino, TEA School Conservator, was in attendance.

Public comments addressed rules/regulations and concerns of mistreatments re: the consideration of Administrative Recommendation re: Probationary Contract termination for Ortega McDavid. The Board of Directors moved into closed session (a) Pursuant to Texas Government Code Section 551.074, deliberation of personnel matters, (b) Pursuant to Texas Government Code Section 551.071, deliberation re: current litigation and training and discussion re: adopting board operating procedures and (c) Pursuant to Texas Government Code Section 551.074, consideration of administrative recommendation re: Probationary Contract Termination for Ortega McDavid.

After convening from closed session, the Lone Star Governance Workshop and Board Self Evaluation were tabled. Jesse Bustamante, Chief Operating Officer, initiated the Superintendent’s Reports.

Numerous Board 2022 updates including high school site work progress were mentioned. Contracts for the new gymnasium have been finalized. The Legion Field press box is not at 100% completion.

Dr. Stacy Parker presented updates on the Falls County Rural Collaborative which is one of three in the state. Marlin transitioned to majority board. Overall, there are 106 Falls County students involved with 17 representing Marlin ISD.

Small districts are encouraged to collaborate with MCC, TSTC and ESC. The collaboration offers dual credit alignment, Sports Medicine, certificates with MCC, and Robotics & Automation.

Norman Jones, HR Director, announced 20252026 employee contracts will be available by the end of the week, with a deadline of May 16 to return.

Board members moved to accept the possible approval of the contracts and possible approval of missed school day/minutes waiver April 30, May 1, May 2, 2025. Overall, thirteen days were missed.

Marlin ISD School Board met at a Special Call meeting on May 13 at 6:30 p.m. at the Marlin Middle School Learning Center.

All board members and TEA Conservator were present. Public comments addressed school-related gift violation and concerns of bullying re: the consideration of Administrative Recommendation re: Probationary Contract termination for Ortega McDavid. The Board of Directors moved into closed session (a) Pursuant to Texas Government Code Section 551.074, deliberation of personnel matters to include consideration of administrative recommendation re: Probationary Contract Termination for Ortega McDavid and discussion on Conservator and Superintendent duties and responsibilities. (b) Pursuant to Texas Government Code Section 551.071, consultation with the attorney re: personnel matters.

After transitioning back to the open session, actions items approved were: (1) Missed school day/minutes waiver: May 5-9, (2) Recommendation to terminate probationary contract for Ortega McDavid, at the end of the contract term, (3) Canvassing the returns and declaring the results of the May 3, 2025 election. Following was the Swearing-In Ceremony of Board Trustees for Single-Member Districts 2, 3, 4, and 5, Debra Trotter, Winnette Outland and William Rowe. The Board Evaluation was tabled. The next school board meeting was 5 p.m. May 19 at the MMS Learning Center after the Marlin Democrat’s time of press.
