Commissioners approve extension to area solar project

The Falls County Commissioners Court met Monday, July 10, at the County Courthouse with County Judge Jay Elliott presiding. Commissioners present were Milton Albright (Pct. 1), F.A. Green (Pct. 2-via conference call), Jason Willberg (Pct. 3) and Nita Wuebker (Pct. 4). 

The elected officials report consisted of the county cremation process and available funds to assist with burial for Rosebud family. Under the American Rescue Plan, it was announced the Reagan Volunteer Fire Department will hold a groundbreaking for its new facility in Reagan. 

In other matters that were approved: Commissioner Albright move to grant Copperhead Solar, LLC a one time, one-year extension of the December 2023 deadline to Dec. 21, 2024, to substantially complete construction of improvements, seconded by Commissioner Green; Commissioner Wuebker moved to accept the Local Park Grant Program Applicant’s Certification & Program Assurances, seconded by Commissioner Willberg;  Commissioner Wuebker moved to accept the Local Park Grant Program Resolution authorizing the above said concerning the Falls on the Brazos for public park and recreation purposes, seconded by Commissioner Willberg; Motioned by Commissioner Albright and seconded by Commissioner Green, it was moved to accept the $1326 Brandt Companies, LLC work order to provide housing for the temporary air conditioning unit at the County Jail.

After reviewing bank policies and procedures re: debt cards and cash restrictions, Commissioner Green moved to remove the restriction of debt cash access for the Tax Office VIT account with the understanding of $500 daily limit and receipts will be accounted for.  Seconded by Commissioner Wuebker, the motion carried. The VIT account serves as a source for office equipment, supplies, and enhanced programs for the Tax Office.

Commissioner Willberg moved to accept the Interlocal Agreement for Assessment and Collection of Taxes with Westphalia ISD. The County Tax Office will perform all assessment and collection duties and functions imposed by law from calculation of taxes to delinquent mailings, etc. Seconded by Commissioner Green, the motion was carried. Commissioner Albright moved to accept the Tri-County S.U.D. CR 147 road bore. Seconded by Commissioner Green, motion carried. Moved by Commissioner Willberg and seconded by Commissioner Albright, the Commissioners accepted a $1000 donation from Conners Construction, Inc. to be used as needed within the Falls on the Brazos Park facility.

Commissioner Green moved to transfer payroll funds to pay for automobile maintenance expenses in the DA ‘s Department and approved an estimate for automobile repairs. Seconded by Commissioner Wuebker, motion carried. Motioned by Commissioner Wuebker and seconded by Commissioner Albright, the Commissioners approved the 2024-2025 Interlocal Agreement with the Regional Public Defender for Capital Cases effective October 2023-September 2024.

Jeff Jackson, Road and Bridge Administrator, reported many projects are in effect. CR 4019 bridge work will start August 1. American Rescue Plan grant funds will be utilized. Commissioner Green moved to approve the payment of all bills, budget amendments and payroll. It was seconded by Commissioner Albright. Motion carried. Also moved was at the end of the lease, to buy back the Sheriff & Chief vehicles and one Ford Explorer at estimated $9,000 each. The motion carried.

Commissioner Wuebker moved to approve the minutes of the prior meeting, seconded by motion carried. With no further business, the meeting adjourned.
