Commissioners create reinvestment zone for solar project

The Falls County Commissioners Court met at the County Courthouse on Monday, April 11. County Judge Jay Elliott presiding. Present were Commissioners Milton Albright (Pct. 1), F.A. Green (Pct. 2), Jason Willberg (Pct. 3) and Nita Wuebker (Pct. 4). 

With much discussion, Commissioner Albright moved to create a Reinvestment Zone to be known as Falls County Reinvestment Zone-True North Solar, L.L.C. for purposes of tax abatement to provide economic development within Falls County in accordance with Chapter 312 of the Texas Tax Code. Seconded by Commissioner Green, motion carried. In addition, it was moved to post 30-day notice regarding the consideration and possible adoption of a Tax Abatement Agreement on May 23, 2022, with said solar company for the construction of a solar power generating project with an estimated cost of $302,600,000.00 dollars. Motion carried.

Judge Elliott reinitiated the American Rescue Plan 2-part application for Non-Profit organizations is on the County website and due on or before Thursday, April 21.  Applications will be reviewed April 26. 

Other agenda items were Commissioner Wuebker moved that all outdoor burning is prohibited in Falls County until April 25. Authorized burning under the supervision of the Volunteer Fire Department is excluded; motion carried. In accordance with Local Government Code, a violation of this Order is a Class C misdemeanor, punishable by a fine not to exceed $500. Motion carried. Commissioner Willberg moved to adopt a resolution of the City Rosebud City Council authorizing the City Mayor and designated Emergency Management Coordinator to amend the Falls County Hazard Mitigation Action Plan dated July 2019.

In other matters, Commissioner Green moved to allocate monies from the Contingency funds to provide financial assistance for Falls County Extension Agent, Pasquale Swaner, to attend a training workshop and accept a Distinguished Service Award for Ag. Extension in Florida. Motion carried; Commissioner Green also moved to purchase the Silver Service Plan with Guardian Security Solutions. Motion carried. After having discussed the return of an employee who medically is allowed to work only 30 hours instead of 40, Commissioner Green moved to pay up to $2200 for part-time employee concerning contract labor for elections. Motion carried. 

Commissioner Willberg moved to adopt the interlocal agreement with the City of Rosebud for Precinct 3 County offices and the County Tax-Assessor Collector’s satellite office to be placed within the Rosebud City Hall, and for the County to work jointly with the City of Rosebud in the development and maintenance of the facilities. Motion carried. 

Jeff Jackson, Road and Bridge Administrator, gave a report on the Road and Bridge Department. Commissioner Albright moved to approve the payment of bills. Motion carried. Commissioner Wuebker moved the meeting adjourn.
