Former Marlin city manager arrested, accused of setting traffic-ticket quota

Former Marlin City Manager Alan Grindstaff caught the ire of citizens back in January when he proposed a 500-ticketa-month goal for police officers to write.
That “quota” could have been one of the issues that led to Marlin City Council firing Grindstaff via unanimous vote in March. The city bought out his contract, agreeing to pay him $36,000.
