MISD students mastered 9 of 13 areas on STAAR

The Marlin ISD School Board of Managers met Aug. 21 at the Marlin Middle School Library. 

In the absence of President Billy Johnson, Vice President Board Manager Byrleen Terry, presided over the meeting. Board Managers present were Misty Ehlers, Byrleen Terry, and Dr. Darryl Henson, Superintendent of Schools. Board Manager President Billy Johnson arrived shortly thereafter. 

Jesse Bustamante, Executive Director of Human Resources, presented the Bond 2022 updates. 

Legion Field will be available for the Friday, Sept. 1, home game against Mart.  Bustamante reported press box construction will launch after the end of the football season. Synthetic turf installation started mid-August and Phase I including gym space will begin soon. The next Bond 2022 committee meeting will be on Monday, Sept. 11, at 6:30 p.m.

The 2022-2023 STAAR/EOC Preliminary Data was presented by Niki Edwards, Chief Academic Officer. She updated the Board that TEA launched redesigned STAAR/EOC assessments in grades 3 through 11. 

The design included new item types in Reading and Math, and required open-ended constructed writing responses in Reading, Science, and Social Studies. Redesign components include online testing, new question types, cross curricular passages, and evidenced-based writing. 

Identified in a 2-year Cohort comparison (2022-2023), Marlin ISD students’ scores excelled in nine of thirteen areas in Reading and Math. The comparison also indicated in Science and Social Studies, a decrease in scores.

As reported by Dr. Stacy Parker, Chief Operating Officer, prior to HB 3, school districts received state funding was based on prior year values. After HB 3, state funding is based on current year values creating a value lag for School Financial Integrity Rating System of Texas (FIRST). 

Dr. Parker shared the 2023 Proposed Tax Rate Adoption of 1.21 which reflects a reduction of 19 cents initially proposed. In addition, the Financial Report indicated no debt payments in July. Interests and additional account balances were reported. Dr. Parker noted the North American Solutions: PCAT Property & Casualty Insurance renewal contracted amount of $396,500.  

Jesse Bustamante noted the Competitive Sealed Proposal (CSP) for Maintenance & Transportation Operations Construction Service is Dynamic Trades. The construction includes Bus Pad with covered parking, office building, office spaces, COVID storage area for supplies, and appropriate climate control.

Utilizing bond funds for replacement. Johnson Heating Air & Electrical was selected to repair and/or replace air conditioning units for the middle school practice gym at $27,750. Misty Ehlers moved to accept the proposed agenda items. Seconded by Billly Johnson, motion carried. The meeting adjourned at 6:12 p.m.
