County Jail Water Consumption Addressed with City Officials

Falls County Commissioners Court met at the County Courthouse, Marlin, TX, December 22, 2025, County Judge Jay Elliott presiding. Commissioners present were Milton Albright (Pct. 1), Jason Willberg (Pct. 3), and Nita Wuebker (Pct. 4). F. A. Green (Pct. 2) was not in attendance. ADA Steve Sharp was present.

Marlin City Manager Jason Creacy was introduced. Creacy discussed the $135,000 water bill at the County jail. Commissioner Albright moved that a new water meter be installed and that the City will pay $63,000 of the bill due. Seconded by Commissioner Willberg, the motion carried.

Commissioners approved the Texas Parks and Wildlife Department County Boat Agent Agreement and County official bonding: Sheriff Dept., Robert Summer, Joseph Jones, Desi Espinoza, and Michael Irving; Tonya Martinez, District Clerk’s Office and Brandon De-Leon, County Auditor’s Office.

In other matters, Commissioners authorized a Joint Contract by Charleen Prince, Democratic Party County Chair and Elizabeth Nelson, Republican Party County Chair and Nicket Peoples-Taylor, County Election Officer, for the conduct and supervision of the Joint Primary Election on March 3, 2026 and if necessary, a Runoff Election May 26, 2026.

Falls County Sheriff Campbell shared that for 3 ½ years, the jail inspection was rated inadequate. The facility is looking forward to optimistic inspections in the future. To budget amendments, commissioners approved an indigent cremation.

Commissioner Albright motioned to approve the payment of bills and payroll. Seconded by Commissioner Willberg, the motion carried. Judge Elliott adjourned the meeting at 9:35 a.m.
