Marlin ISD Texas Academic Performance Presented in Feb. Meeting

A Texas Academic Performance Report (TAPR) of the Marlin ISD was held February 16, 2026 at 5:00 pm in the MISD Boardroom, Board President Byrleen Terry, presiding. Attendees were Rosalyn Dimerson, Misty Ehlers, Billy Johnson, Sharon Tomlinson, Superintendent of Schools Alphonso Bates and Dr. Rolando Trevino, TEA Conservator. Winnette Outland and Debra Trotter were not in attendance.

Kimberly Svatek, Chief Academic Officer, presented extensive data on students’ performance as well as student and staff demographics. The Marlin School District Accountability Score is a C and 2025 Special Education Determination Status: Meets Requirements. Areas reviewed were Student Performance, Demographics and Discipline and College and Career Readiness. Detailed reports are located on the TEA and Marlin ISD websites. Marlin ISD Decline to Adopt Daily Prayer Period Policy

A Regular Meeting of the Marlin ISD was held February 16, 2026 at 5 pm, President Byrleen Terry presiding. School Board members present were Rosalyn Dimerson, Misty Ehlers, Billy Johnson, Sharon Tomlinson, Superintendent of Schools Alphonso Bates and Dr. Rolando Trevino, TEA Conservator. Winnette Outland and Debra Trotter were not in attendance.

Lone Star Governance Recognitions were Student of the Month 4th grader Ashyn Bailey, Teacher of the Month Monet Washington and Players of the Month: Boys Basketball-Dai’Viyon Evans, Girls Basketball-Dezxiranyie Cooper and Soccer-Micheal Vilchiz.

The Board moved into closed session Section 551.074, for the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee or to hear complaints or charges against a public officer or employee. (1) Consider the renewal and/or extension of administrative and/or professional contracts and (2) Deliberation re: Superintendent Evaluation.

Convening from closed session, Supt. Bates shared accolades for the girls’ and boys’ basketball teams and the School Board Trustees and Team for their commitment and attendance at the Lone Star Governance workshop.

Dr. Trey Bethley, Executive Director of Operations, shared updates on Bond 2022. Press box cracks and repairs are completed. Kimberly Svatek, Chief Academic Officer, provided academics Middle of the Year Assessment Data. Awesome improvements in Math were noted for 6th graders. Intentional intervention plans will begin soon.

Tynette Guinn reported the District Calendar Committee considered various factors to ensure calendar alignment with the needs of the students. The first day of school for the 2026-27 school year is August 10. Consisting of seven days of professional development, full week Fall break, five student early release days, and last day of school as Thursday, May 27, 2027, Option 2 for the 2026-2027 school year was selected. (visit the MISD website for more information) Norman Jones presented approval of revisions to DC (LOCAL): Employment Practices which reads: “The Board delegates to the Superintendent the authority to employ contractual personnel in a position below District or campus administrator. The Superintendent has sole authority to make recommendations to the Board regarding the se- lection of all other contractual personnel, and the Board retains final authority for employment for contractual personnel in a position of campus administrator.

The Board declined adopting a Daily Prayer policy (Senate Bill 11). The SB 11 allows school boards to designate time each school day at each campus for students and employees to pray and read the Bible or other religious texts. A record vote to accept or decline must be submitted by March 1, 2026 The Board voted to apply for a 2026-2027 waiver, as authorized and allowed by TEA, to ensure flexibility in hiring while actively continuing efforts to recruit and retain fully certified teachers. Supt. Bates added some of the current staff will have time to get certified and by 2030, all teachers must be certified. Tynette Guinn presented 2026-2027 Strategic Compensation Performance Pay Model goals: (I) Improve student outcomes (2) Recruit and Retain Effective Educators. A beginner teacher (zero years) approximate salary is $52K. There are six levels of effectiveness (visit MISD website). Supt. Bates reiterated the need for students to get the best highly qualified teachers, desire to be aggressive, committing to certified teachers, keeping our own and uncertified teachers becoming certified.

Norman Jones presented January 2026 Financial report. Instruction was noted as the largest expenditure and facilities second. The Investment Report reflected total interest earned as $56,576.67. The Board approved the purchase of a $46K Dodge Ram 2500 to replace district vehicle involved in a wreck. The insurance will cover the costs.
