Marlin Election Results:
The unofficial results for the Falls County elections on May 2 are in. Only 532 out of 9,448 registered voters in Falls County, or 5.63%, participated in the election, according to the unofficial results, with all nine precincts reporting.
In Marlin, the council election ran unopposed, with Morris Watson Jr. appointed to Precinct 2, Scottie Henderson appointed to Precinct 4 and Joe Mark Taylor appointed to Precinct 6.
In the Marlin Independent School District, Rosalyn Dimerson and Byrleen Terry were elected to at-large trustees with 117 and 145 votes, respectively.
Sonia Ponce lost the election with 48 votes. A total of 310 votes were cast for the Marlin Independent School District Trustee, at large positions, where voters could select none, one or two candidates.
With 51 out of 73 votes, or 69.86%, Debra Levels McDavid was elected to the Single Member District 1 seat in the Marlin Independent School District, defeating Billy Johnson. Misty Ehlers, with 51 out of 72 votes, or 70.83%, defeated Jacqueline D. Sanders for the Single Member District 2 seat in the Marlin Independent School District.
A total of 18 propositions for sweeping changes to the Marlin City Charter were on the ballot this year. All passed in the affirmative, with most by sizeable margins, with notable close races in propositions C and D regarding council term limits. Here are the results of each:
Proposition A (Shall the Marlin City Charter be amended to include a Preamble?): 140 for (73.30%), 51 against (26.70%)
Proposition B (Shall Section 1.05 of the Marlin City Charter be amended to be divided into Sections 1.05 and 1.06 and provide clarity to the public regarding the authority of the City using the language below?): 143 for (74.87%), 48 against (25.13%)
Proposition C (Shall Section 2.01(2) and 2.01(4) of the Marlin City Charter be amended to change the term limits for all City Council members, including the Mayor, to six consecutive years and three consecutive terms?): 111 for (56.92%), 84 against (43.08%)
Proposition D (Shall Section 2.01(4) of the Marlin City Charter be amended to provide that the term limitations do not apply if council members transition to being Mayor?): 100 for (51.55%), 94 against (48.45%)
Proposition E (Shall Section 2.06(a) of the Marlin City Charter be amended to provide that determination of mental or physical disability of a councilmember may be made after certification of two licensed professionals qualified to make such determinations under the laws of the State of Texas instead of requiring two physicians qualified to practice medicine?): 134 for (68.72%), 61 against (31.28%)
Proposition F (Shall Section 2.06(b) and Section 2.10 of the Marlin City Charter be amended to compile all forfeiture rules in Section 2.06(b) and expand those rules as provided in the language below?): 136 for (70.47%), 57 against (29.53%)
Proposition G (Shall Section 2.06(c) of the Marlin City Charter be amended to provide that different rules for filling vacancies depending on if they are over or under 12 months as authorized by Article XI, Section 11 of the Texas Constitution?): 129 for (66.49%), 65 against (33.51%)
Proposition H (Shall Section 2.10 of the Marlin City Charter be amended to require both initial training and continued education for all members of City Council?): 181 for (91.41%), 17 against (8.59%)
Proposition I (Shall Section 2.10 of the Marlin City Charter be amended to create an Executive Team and identify procedures related to that team?): 129 for (67.19%), 63 against (32.81%)
Proposition J (Shall Section 2.10 of the Marlin City Charter be amended to establish rules of conduct for City Council members and consequences for violations of those rules?): 176 for (88.44%), 23 against (11.56%)
Proposition K (Shall Article II of the Marlin City Charter be amended to provide procedures to require that newly elected members of City Council must be sworn in as the first item of business at the next City Council meeting?): 184 for (93.88%), 12 against (6.12%)
Proposition L (Shall Article II of the Marlin City Charter be amended to authorize the City Council to investigate City affairs and take other actions as may be necessary for any investigations, such as administering oaths, compelling witness attendance and subpoenaing documents?): 165 for (83.33%), 33 against (16.67%)
Proposition M (Shall Article II of the Marlin City Charter be amended to provide that issues regarding the interpretation or application of the Marlin City Charter should be submitted to City Council?): 170 for (87.63%), 24 against (12.37%)
Proposition N (Shall Section 3.01 of the Marlin City Charter be amended to provide rules governing the position of City Manager?): 172 for (87.76%), 24 against (12.24%)
Proposition O (Shall Section 7.07 of the Marlin City Charter be amended to provide that emergency appropriations of funds to meet a pressing need for public expenditures should be passed not by an affirmative vote of five council members but by a majority vote of councilmembers present and voting?): 152 for (77.16%), 45 against (22.84%)
Proposition P (Shall Section 9.08 of the Marlin City Charter be amended to provide that a Board of Equalization member requirements be changed to require a minimum of five (5) members and a maximum of seven (7) members?): 157 for (83.07%), 32 against (16.93%)
Proposition Q (Shall Section 11.03 of the Marlin City Charter be amended to provide rules for when and how the City Charter will be reviewed and amended?): 176 for (90.72%), 18 against (9.28%)
Proposition R (Shall Section 11.05 of the Marlin City Charter be amended to provide greater clarity as to the types of amendments the City Council can make to the City Charter and clarify that those changes may not have a legal effect on the Charter provisions?): 154 for (80.63%), 37 against (19.37%)
